The Improvent Proposal of Financial Management of The Local Autthority

This thesis deals with money management in municipality Libchavy in years 2005 - 2007. Its theoretical part sums sup the most important pieces of knowledge concerning municipality functioning and money management of municipality. The practical part comprises the analyses of the status of municipality money management in the field of budget receipts and budget expenditures. In terms of previous pieces of knowledge, there are defined proposals for improving money management and contribution of municipality.
Vliv rezidenční suburbanizace na rozvoj obce – případová studie Nový Šaldorf-Sedlešovice

The bachelor thesis deals with the impact of residential suburbanization on the development of the municipality Nový Šaldorf-Sedlešovice. The theoretical part is devoted to the definition of the process of suburbanization and differentiation of types of this phenomenon. Furthermore, it focuses on historical and contemporary approaches to the definition of suburban zones, factors of suburbanisation, actors of the process, as well as general impacts. The theoretical part also includes the definition of legislative instruments to regulate suburbanization in the Czech Republic. Last but not least, it evaluates the development of residential suburbanization in the Czech Republic and in selected foreign countries. The practical part consists of own research on the basis of analysis from publicly available data from the Czech statistical office, currently valid municipal master plan, data from the Czech Office of Surveying and Cadastre and map portals Mapy.cz and GIS ORP Znojmo. The qualitative research was carried out through semi-structured interviews with actors involved in the life of the village. Based on the results of the research, the most significant problems with the process of residential suburbanization in the territory of the municipality of Nový Šaldorf-Sedlešovice were identified. Adequate recommendations for the mitigation of the impacts of the process were drawn up, which are applicable to the municipality.
Recreation, sport and life in the mountains - Case study of Bedřichov village in Jizera Mountains

The thesis focuses on the issue of the impact of sport, recreation and weekend housing on the shape and development of the village, which is directly related to these activities and is located in a protected landscape area. My subject of interest is the specific village of Bedřichov in the Jizera Mountains. This area has been struggling in recent years with the influxt of athletes and those interested in weekend living, who mainly run cross-country skiing. Bedřichov has to adapt to this onslaught and find solutions to be a pleasant place not only for athletes and tourists, but also a pleasant place for everyday life. This thesis takes the form of a case study and the main aim is not only to present the problem in a comprehensive way but also to show how the interests of sport and everyday life in the village are balanced. The first input is the assumption that this municipality is able to balance these interests. Analysis of research data shows that these efforts have been relatively successful so far, but balancing these interests is becoming increasingly difficult. Printed Municipal Bulletins in Prague-West District and Beroun District

The diploma thesis Printed Municipal Bulletins in Prague-We st District and Beroun District deals with municipal printed bulletins as a specific kind of media. Municipal bulletins provide information about political, economic, cultural, and sport events in respective areas. They have a very important role in distribution of local news. The thesis is divided into three parts. The first part offers the definition of municipal bulletins and other important terms, and a description of legal aspects of their publishing. The second part analyzes results of a questionnaire research, which was conducted with publishers of municipal bulletins in Prague-West District and Beroun District. The purpose of this research was to obtain complex information on the number of municipal bulletins that are currently published in the districts. The research focused on organizational, economic, technical, and personnel background of publishing of the municipal bulletins. This important part of the research also attempted to obtain information about the level of pluralism of provided by the bulletins. The third part contains results of in-depth interviews with persons who are in charge of publishing the bulletins. "Fiat lux!" Public Lighting in Czech Towns in 19th and the Beginning of 20th Century

The phenomenon of introducing public lighting in Czech cities is mainly associated with the increase in population in regionally important centres of industry, trade, craft, or administration. Unlike classical historiographical monographs, this work aims to investigate how the introduction of public lighting took place, who was involved in it, and what was at stake. Through the analysis of literary sources, particularly newspaper articles (both national and local) and archival records, the thesis seeks to highlight the attributes of light not only as a purely practical urban element, but also as a carrier of symbolic levels of security and progress. It is shown that light played an important role as a maintainer of security and prevented criminal behaviour by its presence. It is further revealed that light was a manifestation of civilization, education, and progress. Having public lighting on the streets was therefore not only a practical but also a symbolic issue. It was also reflected in the electoral programs of local political parties. It was not, however, the municipalities that incurred considerable costs in upgrading the lighting infrastructure (setting up gas plants, power stations, laying pipes); it was private entities that entered into contracts with municipalities for decades. The entry of civil engineers into the municipal government of Prague at the end of the 19th century and the beginning of the 20th century

This thesis attempts to capture the development of the position of civil engineers, who tried to achieve the position of an academic educated elite in the society of the 2nd half of the 19th century and the beginning of the 20th century. The complete professionalisation of engineers was the condition "sine qua non" to the recognition of civil engineers as part of the academic intelligentsia, and that was one of the main reasons why civil engineers sought to enter the municipal government. The aim of the thesis is to complete the research of the transformation of the municipal government from the "honorationes" into the "executive" government in the city of Prague. The thesis describes the historic development of the technical intelligentsia as a new part of academic educated elite, it shows the reasons that led to the engagement of civil engineers in the process of the modernization of the city, and especially shows the rivalry between them and the jurists. The example of engineer Jan Kaftan shows a successful career of one technician, who thanks to, among other skills, his technical knowledge, was elected to the Austrian parliament. Transparent mechanisms of functioning of municipal governments: a case study of the Pribram micro region

The main aim of the diploma thesis is to demonstrate different views on transparency and on instruments of strengthening transparency. Using my own developed methodology of evaluation the transparency of municipalities based on criteria analysis the thesis seeks to find out an answer to the research question: How much are municipalities transparent by themselves in the publishing of information to citizens and how easy or difficult is it for citizens to control the administration of the municipality? The thesis is structured into four chapters. The first one deals with theoretical definition of transparency and its instruments, the second one with functioning of municipal government and its possible control mechanisms. The next chapter represents the developed methodology. It served to analyze and evaluate the transparency of the three monitored municipalities in the case study of the Pribram micro region, the last chapter. For processing the case study and followed analysis I used the open data accessible for public on the municipal web portals of Pribram, Dobris and Sedlcany.
